Most of these planes are called "experimental" due to the fact they are home made....and are not covered by certain rules ie if you are a passenger in one you fly at your own risk.

I did a search for the tail number, and apparently it is a Transavia PL-12 Airtruk, which is a derivative of the Bennett PL-11 Airtruck. A strange looking aircraft indeed!
