If so, even a small breeze could result in the subject moving and looking less focused. Using a very narrow depth of field can give the illusion that something is out of focus if the focal point doesn't fall just where you want it to.
Make sure that you have adequate light so that you can keep your shutter speed up. Also, try different aperture settings to see if that makes a difference. If you're doing those things, and using a tripod, and can't get sharp images it could just be the lens you are using. Not all lenses are created equal.
