Who made this Soligor?

I have searched the net for likely answers, but maybe I am not looking in the right places.
Time to ask here I think.
It is a humble little Soligor 35mm f/2.8 M42.
I'd like to know its parentage if possible.
Also, is there a reference for Soligor to help in identification of manufacturer.
