I speculated earlier that this may be by Nittoh, but "N.K.K." may also refer to Nihon, which is yet another maker with a longer history of using this brand. Still a mystery really.
This is an exceptionally fine lens. I subsequently made a PK mount for mine.

That E business is just a guess based on serial numbers from Sankor lenses of a somewhat later generation (I'm guessing its later due to the difference in style and design). It may be correct.

It has the larger diameter (than T2) Tokyo Koki adapter mount too. Unfortunately for me I sold another lens with the only adapter I had.
