Does anyone know anything about this Meyer lens which is being advertised on ebay for US $240 . The lens is supposed to be new, would this be a good buy at this price?.

No, that's definitely overpriced. I frequently buy mine for around EUR 25 or so...

For PB+M42 mount: If you can adjust infinity yourself (or send it to repairman), there is another near new Meyer-Optik 2.8 / 135mm Praktica-B + M42 in the bay which is much cheaper.

Yep, way overpriced. It's just a Pentacon Auto 135/2.8 re-branded.
