My copy shows the exact same behaviour. It has a lot of "glow" wide open which exacerbates the softness. At f2, the glow is gone, and the sharpness is good. But there is still an improvement in sharpness at f2.8.

The fungus will cause more scattered light and thus it could decrease the contrast. In that sense, it could reduce the sharpness. This lens is quite simple to take apart, but if the fungus is not bad I wouldn't bother unless you have some experience in cleaning lenses and the correct tools. If the fungus is bad, then the coatings are probably damaged anyway so you may not gain much.
