Notice the Wheel on the car, they don't go round and round.

My guess is that the shutter's a fairly simple design that builds up the picture in strips rather than exposing all at once, hence the elliptical wheels. Resembles the effect you get with horizontal focal plane shutters at higher speeds.

You got it 
The cameras sensor is exposing the image using scanlines (line-by-line) starting from the top.
So this will make for some interesting photos if I shake the camera around, in which I can make the world bend
