I'm inclined to believe (after all the digging I've done) that this is a Chinon made lens. There are differing opinions~ the ones that are more plausible are Cimko, and to a lesser extent, later Tomioka, which all seem to be loosely related anyways. Chinon makes the most sense to me from what I've seen and read, but nothing cast in stone yet.
Wide open sample here at MFD and ISO 200 under heavy overcast skies.
Quite interesting rendering.
A few quick snaps reveal a lot of distortion. MFD is about a foot according to the scale on the lens. Slight tendency for swirl bokeh, which actually matters little to me, so far.
I had posted about this lens earlier, when I bought it, but the post seems to have disappeared.
Finally got it A/I converted last night. The too small outer diameter of the aperture ring was a bit of a challenge.
There's slight haze over one of the inner rear elements, but it doesn't seem to have much effect on I/Q.

I need to play with it a bit more and see how it performs stopped down. Apart from the distortion, it seems to make usable images.

Thanks for the in-put. There are very few photo's of this lens around with it's 62mm filter thread size.
