Let's assume you mean a real focal lenght (of the lens) of 21 to 28mm and not an effective one at the Fuji, because that would mean, you need to look for a 14 to 19mm lens.
There are several very good and still affordable lenses around, esp. with 28mm.
One of my favourites is the Pentax-M 2.8/28. Ever so compact and still very good - just not with an M42-thread.
You could also look for a Tamron 2.5/24 or 2.5/28 and add an M42-rear part to it. Very nice lenses.
If you need a 14mm lens, try to find a used Samyang 2.8/14. With a little bit of luck, it meets you budget. _________________ Personal forum activity on pause every now and again (due to job obligations)!

Curently I'm using Fuji X 35/1.4, little bit too tight for streetphoto.
Can you share the result picture from Takumar 28/3.5(?),Zeiss Jena Flektogon 25mm f/4,RE Auto Topcor 25mm 3.5. exakta,Pentax-M 2.8/28?
I believe it will be usefull for people who are looking wide lens like me.

it's a very nice performer, later successor Pentax A 2.8/28 is even better and should be available for less than 200 usd, so is the big and heavy but outstanding Pentax K 3.5/28. imo all metioned are better than Pentax M 2.8/28 which still is a good lens though.
Also consider S-M-C Takumar 3.5/24 resp. Pentax K 2.8/24mm, both good and reliable performers, with a bit of patience you may be able to find either for your price.
For small physical size requiring a small adapter only look out for Pen-F f4/25 and Skopar 4/25, but both, specially last one will prove difficult to be found for less than 200 usd
there are also sets of photos I have taken with the Pentax A 2.8/28, the two 24mm and 25mm lenses mentioned at my personal flickr page, better even you search flickr for photos taken by anyone with a particular lens, results also will show photos 'of' the lens though, e.g search result for

Actually is not.. Canon APS-C sensors are 1.6 crop..

Effectively, that's right.

APS-C is smaller than 35mm halfframe, no problem on Fuji-X and the required adapter is very short, much shorter than for any SLR lens, has similar size as Leica M and LTM adapters.
