Can anyone tell if the tokina 28mm F2.8 EL behaves same as the RMC version for UV photography? Thanks.

Klaus is, I think, our resident UV photography expert. I will note only that most lenses do not let much, if any, UV light through to the film because UV light has trouble passing through glass. I do have the Tokina-EL 28, but have never tried to use it for UV photography.
