I've seen these elsewhere. The Wollensak is a 1960 cine camera lens according to the Lens Vademecum. The Vivitar seems to be from that era too.

Yes. Both should be made in the 60s. I believe they are some kind of industrial lens as the Wollensak can be found with the same housing too http://www.bigeye.url.tw/big5/d_wo38_19.htm .
