Does any one know were i can find tamron serial numbers for a 95-205 tasei kogaku ,mine has the number 400013 and i want to try and see how old it is

I don't know of any Tamron serial number series, but I have that lens and its serial number is 386XXX - I don't recall the last digits. The JC sticker on it says "1963", so I expect that yours is most likely from 1963-64.
