Back in the day most rechargeable devices that couldn't be opened up used battery packs that were the same shape as normal batteries, generally AA sized rechargeables that have solderable lugs on each end that enabled them to be built up into packs. So if you can open the flash up, you might be lucky.
Also, a lot of those type of flash's could be used from mains power, I have a big old Metz with dead batteries but I just use it on mains on the rare occasions I want to illuminate the street.

I found this image of a Rollei with a transparent cover. Perhaps this can tell you something. The Nicad cells will be completely dead by now and even if it is the newer version it will be about 40 years old and dead.

I've seen smaller capacitors on industrial electric motors! Shocked That's a flash to take apart with great care.

I couldn't believe how big it was either. Where are the batteries?
