Could you help me evaluate performance of the 67mm CPL filter its on 12mm lens APS-C






On second image large windows on the first floor hardly affected by CPL, while upper one's are, is it normal?

Due to the angles involved the reflections in the water show the effect of the polariser better than the windows. The second shot shows a stronger reflection than the first, but I'd have expected a bigger difference between them if the photos represent most strongly polarised horizontally & most strongly vertical.
