Very few "Joe Blows" who I have met have the training to analyze why something visual works or doesn't work. He can frequently tell good from bad, though. If the photo works it's cool, if not...

The bokeh is CRAZY, but for some reason I like the image.

I normally like silky smooth bokeh.

Good from bad is all subjective.

Even if a photo exhibits all the technical "WOWS" a good photographer can deliver, this does not mean the photo will be "world class" and appreciated by all.

One mans gold is another mans junk.
