I found quality can be improved a lot if you keep next rules.
1) Develop film your self , left dry film strips on room temperature. It helps to get flat strips pretty well. This is also help a lot to use fresh , active developer to get brighter colors.
2) Iron strips with books for a couple of hrs at least and take out them right before scan.
3) Scan to tiff and sharpen images with your favorite software if need at all.
With above simple steps you will get better results even on cheaper scanners.
B&W, C-41 , E-6 development is not difficult , study subject and do it!
