I found one of these the other day. The lens front reads F2.3 but the last reading on the apperture ring is F2.1..is this normal?

All of them are Movie lens that is normal .

^nice! Maybe you are mixing up T and F value? It could be a T2.3 but a F2.1, meaning that the lens transmission is 0.91 (91%), normal for a coated lens. Most movie lenses use T-values as that allows to match different types of lenses for one film.

Change lens to Mamiya 645 Mount

with 645 to Eos ring

Here is B&L 100 and Teviden 100 lens that be changed mount.

It looks like you used the guts of a Mamiya 645 80/2.8 N as a focusing helicoid here? Interesting contraption. Smile
