My experience with The Minolta MD-III 28-85/3.5-4.5 is also good.
AFAIK, none of those are "budget" due to them being sought after and not too common...

Yes, I would agree with this from my experience too.
There are some good zooms that start at 28mm, but most wider than that are a bit ordinary.
The problem is that almost all wider zooms these days are not "Budget" priced any more.
As has already been mentioned, the Tamron SP 24-48 and the Vivitar S1 24-48 are pretty good, the Vivitar being huge in size by comparison to the Tamron.
A little longer and the Vivitar (Komine) 28-90 is very good, as is the Zeiss Vario-Sonnar 28-85.
Of these, the Vivitar 28-90 is probably the only one that might still be a bargain

Tokina SD Macro 28-70 / 3.5 4.5 Not bad at all, it's on a Chinon CP7 at the moment.
Sigma 24-70 / 3.5 4.5 Good lens CY mount.
Minolta Rokkor 35-70 / 4 Not the Macro lens, but really good. One of the best zooms in this class.
Pentax A 28-80 / 3.5 4.5 a very good lens, I think I have two.
My Tamrons are -
07A 59A 44A 27A 17A 01A all of these are good lenses, some better than others - the 01A is probably the best.

As long as it is the SMC Pentax-A I agree The non-smc and Takumar-A are rather mediocre. They were the budget offerings. I had a hard time finding the SMC, but I did. It is a very good lens.

i was after this lens so did a lot of research years ago.. the Tamron 28-105 f2.8 was not very sharp and very soft at F2,8 but the older 35-105F2,8 was ok

There are likely to be zooms at 28mm which might match some primes, but there will be a couple of caveats with that.
Firstly the zooms are unlikely to be bargain priced, and secondly the primes are likely to not be amongst the better 28mm lenses available.
Even in modern lenses where the price is, by comparison, high - primes normally have the edge over zooms, even if some reviews might say otherwise - but we are not looking at bargains here.
Take for example the Sigma Art series. There is a marvellous 24mm f1.4. and there is the splendid 24-105.
Outstanding lenses both, but no bargains, and at 24mm the zoom limps at the edges where the prime is much better.
Older zooms are a very mixed bag, from dreadful to quite good.
To find one that excels, is in good shape, and is a bargain is ..... well..... difficult

the canon fd 28-85/4 has excellent reputation, which is indeed well deserved (having come from canon ef, and having worked with the 16-35 mk1, I was VERY critical about canon, because the 16-35 is THE WORST LENS I ever tested. that said, it's reported to be better than the 17-4o, which in turn is very cheap, so maybe just what you're after).
their 35-7o and 35-1o5 fd are also great.
the 28-55 is inferior, as is the 2o-35.
sigma 12-24 looks solid (but boring)
