They have different character to compare them like compare apple to orange .

In generally Carl Zeiss lenses are top lenses, Pentacons are avarage lenses.

Pentacon 135mm has one of the nicest bokeh and excellent soft at wide open.

If labeled Carl Zeiss YES, otherwise not.

But there are several lenses that are not labeled Zeiss and still have the same design.

To answer your question: I would go for the Rollei.

I owned 2 Rolleinar 2.8/135s and they are awesome lenses, Carl Zeiss must be a bit better so stop thinking and go for Rollei Wink

Addition:
HFT is the Rollei name for the Zeiss' *T coating and my experience says that HFTs are Rollei branded Zeiss (optics from Zeiss, manufacturing is from Rollei), their own opticts have Rolleinar brand and coating name is MC.
