Is it?

Wrong, even an fungus etched lens can creat wonderful imges - with lower contrast.
In case only small parts of the lens surface are etcheed, it is often no big problem. THe more of the surface is defective, the worse.
I still love and use my Fd 300mm f/2.8L with fungus etched lens.

When the etching is severe the lens is useless, this is an element from a Rokkor 135 / 3.5 that was so bad any picture taken through it was pretty much indistinguishable. This is after I'd removed the fungus, this is just the etching.
