So the circular bokeh is the result of the construction of the mirror lens?

Absolutely, but if you want to try some donut effect, you can easy make it with any longfocus lens, just put something (coin, paper circle) in front of lens (safer on UV filter).

here is an example with 135mm Jupiter37A and coin.
