I have a local craigslist add offering the above lens for 10 USD . It is allegedly a minolta mount. Any idea who made this thing? Sun?, Tamron, Tokina? Or did Petri have a lens manufacturing plant as well as making the cameras?

Petri seems to have had some original (or exclusively made for Petri) and some rebadged at various times.

Not a Minolta mount unless someone modded it.

looks minolta-ish but could be a frankenlens. It does come with a lens cap that says minolta but is not like other minolta logos I have seen.

Looks like a Minolta T-mount.
