It seems the seller doesn't want to sell outside France. Strange way to express it. For France the postal costs: 7 Euro. Other countries are to far .....

It is a way of getting around the limitations of ebay's irritating postage system. You need to specify something as the cost of sending it to a foreign country if you want people to be able to bid from there. This is a clear way of showing the amount specified isn't the actual cost, but that you have to ask about the postage to specific countries, as the seller states in the auction.
