Your Soligor doesn't have a Canon breech lock mount but a Minolta SR (MD) mount.
Unless I am mistaken, the little circle on the aperture ring past the f16 mark would also seem to indicate it is a MD lens (able to operate in SP mode). _________________

That explains it. I was also not entirely sure about the MD stuff, as by the time the MD system came along very few lenses were made all metal like this Soligor. _________________
