Hello

this is a strange SMC.TAKUMAR 2/55. the seller says that the lens have a buidin red/blue filter.

Is this possible or the lens is broken ?

I would suspect it's a home made filter, hopefully easy enough to remove. But I'd want to try it first.

I think the own want to convert it to a 3d lens(use color glasses to see) but I am not sure if it works.

It doesn't. Stereoscopic imaging needs two lenses to produce two image variants (stereo) of scene.

The lens is not worth 30 euros anyway, so I'd skip it. Great lens, but I'd be looking at 20 Euros and a lens that hasn't been tampered with.

No. (The lens in question here very likely was used (possibly successfully, possibly not) to create red-cyan anaglyph images.) See:
