When I was in Japan, I saw on two different occasions where workers in taller buildings were practicing their fire/earthquake/safety drills. Complete with bullhorns. I'm sure that's what the fellow in the first photograph was doing. He was probably one of the safety marshalls. The Japanese take these safety drills very seriously.
