Copier I think.

I have Bausch&Lomb and Rank Taylor Hobson lenses like this, more or less.

Would have been my 2nd guess, but now that I think about it, copier is more plausible.

Copier or Process, these are common, no aperture, can't be put in shutter, pretty useless, if they were useful the LF crowd would be all over them. The Rokkor-QF 195mm is probably the commonest of them, but other lengths are seen pretty often.

I managed to mount the Bausch&Lomb 8 1/4" (210mm) on an SLR bellows and shot some with my Pentax.
Just for fun.

Quality isnt wonderful, bokeh is pretty good.

It should also be possible to mount one of these with a reasonably short focal length on a Speed Graphic or similar camera with a focal plane shutter without too much trouble.

280mm probably would require too much bellows draw on a Speed Graphic, these aren't telephotos.
