I'm sure it could, there is a lot of scope for new software algorithms, looks like they took a different approach with the update as it obviously does more than just lift shadows like the old version.

Dynamic range of the camera (sensor) is not changed

What is changed is JPG convertor in the camera. RAW images would be the same. For jpg shooters it is of course better.
