Tokyo Koki - aka Tokina
Nittoh - aka Komine
Kawakami - aka Kawanon
Its possible usually to distinguish a fine point of style between one or another of these, but its harder to do with a tiny lens like this.
Some very energetic fellows have been tracking the makers of various Soligor branded lenses through their serial numbers - like Hanimex, Soligor also branded lenses from most of the same makers, so its usually possible to find a Soligor version of something sold as a Hanimex.
