I just bought a Nikon Nikkor-Q 200mm f/4 non AI for $30 CDN.

Ebay has dozens of Hong Kong/mainland China vendors selling Nikon to EF adapters for roughly the same price. Does anyone here have good experience with any particular brand or vendor, or are all those vendors and adapters roughly the same quality?

Also, do you think an adapter with AF confirmation chip is worth the small premium?

Happypage HK is above the ebay herd by a long shot.
Yes you should get a chipped adapter. The chip will allow you to use all metering options your camera offers.
A 200mm is pretty easy to focus but having af confirmation is a nice addition if you buy any other nikkors in the future.
