Is that a good thing at MF? 1,3x or 2,3x?
Good and bad sides.
Is it $30 worth piece of equipment?

yes, they are worth
not all the same quality, some have blurred border and distortion
take a kps 1.3x, I used it on the 40D and now on the 5DII
it make the viewfinder bigger and help with wide angle
only bad side is that viewfinder get little less sharp because of added optical
however with the small viewfinder of the 450D, I wouldn't wait for miracle
hopefully liveview can still save the game

Just picked up an original Sony 1.15x magnifier for my a450 and I'm not totally convinced yet. The shooting information is hard to see and I'm not sure the improvement in viewfinder "size" is that noticable. Proof will be in the pudding though when I take it out with some meaty MF lenses!

I have the Pentax magnifier, at 1.2x it does not make a huge difference but it's noticeable enough for it to be useful.

I used to have one on my 350D (sold it with it) and it was really worth it!

I use the KPS 1.3x with my 350D. It really helps.

On Spotmatics and Canon EOS bodies (film & digital) sometimes I use the Asahi Pentax Clip-on Magnifier, 2X, which permits viewing of the entire focus screen (including the exposure information), although not all at once. Fits Canon perfectly, flips up and removes easily. Used with all lenses from 17mm to 500mm.

flip-up hinge and focus adjustment:
