Does anyone have inside information why color films are now almost nonexistent and is the situation about to get better anytime?

I can't speak to supply issues over on your side of the pond, but here in the USA there's no shortage. It's as expensive as hell (over $20 for a single 24-exp roll of ISO 400 Kodacolor!), but it's easy enough to find. Even WalMart's online store has it.

The B&H Photo representative says supply shortages are to blame.

Well, that was July. If you do an internet search now, you'll find plenty of it. Fuji's prices aren't too bad, but Kodak's are obscenely high. Probably because of shortages -- one can only hope.
