Well, the H (which is Cyrillic N) in the name specifically denotes Nikon.
There was also Pentax K version - Arsat K PCS 35mm f2.8 - and later modifications done by Arax and some others to fit the PK, FD and MD mounts (and maybe M42, though I've never seen one).
The mount in your picture looks like PK, though with misaligned locking notch.

The lens database http://allphotolenses.com/lenses.html lists the ARSAT 35 PCS in these mounts:
Canon FD, FDn, Nikon F (FX, DX), Pentax K, Minolta SR (MD, MC)

The notched bayonet tabs remind me of the Minolta SR so I'd guess that the most likely option. Normal automatic linkages are frequently missing with tilt/shift lenses, so many of the regular identifying features can be missing.

I thought so too until I see the notches are for access to screws, and MD munt doesn't have a lock notch on perimeter of mount surface...I think Nikon F... don't know why doesn't fit.

The notches seem to have been made for access to the screws. My guess it is Nikon like it says on the lens. The locking slot is in the wrong place for either Nikon or Pentax, but pretty close to where the Pentax one is. I guess the exact position doesn't matter when there is no aperture coupling.

He's had this on facebook. Turns out that its a Sony A / Minolta AF mount done by Arax
