I found that Konica Autoreflex A3 user manual mention the Hexanon 28mm F2.

How you think about this?

does anyone see this len?

and also it mention the 15mm F2.8(not the UC len), has 6-group 9-element. anyone see this non-UC 15mm F2.8?

I would guess that the lens mentioned here was in fact the 1.8/28mm being developped.
At the time when the 1.8/28mm came out, several manufacturers including CaMiNikon had already their 28mm f2.0 lens, and another 2/28mm would not have been that interesting. A 1.8/28mm, however, would be the fastest 28mm available (until the arrival of the AF Nikkor 1.4/28mm).

But we have a few Konica specialists here; they certainly know much more about Konica than i do.

About the Fisheye: It would seem like many brochures came out at the lens planning stage, but before the UC moniker was chosen, so there are brochures out there with the 15mm fisheye without the UC moniker. Some of those brochures give it weight as 395g, others as 400g, and the one you share here gives it a slightly different optical construction. But I have never seen any such lens. In my database the earliest 15mm fisheye (SN 6300034) is from June 1975, and it is a UC lens.
As to the Hexanon 28/2,, as Sephan has already said, it is obviously the UC 28/1.8 at the planning stage.
This said, it is my experience, and that of many Konica collectors I know, that Konica literature is often very unreliable. The translating is often bad and the technical data not always accurate. Th most famous example is the supposed 58/1.2 lens you can see in some Konica instruction manuals from 1967-1968. Everyone's been looking for it and no one has seen one yet. It was almost certainly the 57/1 and the 58 is either a typo, or the 58 at the planning stage (some other f1.2 standards at the time were 58s).
The Autoreflex A3 was introduced in January 1975 or, possibly in very late 1974, so this would fit. Is there a date code on this instruction manual (usually on the lower right of the back cover)?

It was a bit of work ... I have checked the archives, and here are the construction details of the Konica AR 2/28mm, taken from the original Konica project:

* eight lenses
* 2*ω = 76° (corresponding to 28mm focal length)
* F=2

That must be the lens mentioned in the original posting!
