Hi,
today I received a Telemar-22 200mm f5.6 with M39 mount:

I mounted it on the same adapter I have been using for the Jupiter-3. It is already dark outside so I am just doing some casual tests at home. What I notice is that I cannot focus at the stated minimum distance of 2.5 m, minimum focusing distance seems to be around 6-7 meters actually.

What could be the problem?

This is a SLR lens with M39 mount unlike the Jupiter-3 which is a RF lens in LTM mount.

Indeed, this M39 lens is designed for the Zenit SLR with 45.2 mm register distance. There is also the 22A version in M42 with 45.46 mm RD.
The RF M39/LTM lenses have 28.8 mm RD but you'll hardly find such lenses in 200 mm as it's almost impossible to focus correctly on a range finder system. Therefore Leitz have invented the Visoflex viewing system with special Telyt tele lenses for their Leica RF cameras for longer focal lengths above 135 mm.
