Vivitar in all it's forms seems very good, especially the close focus Komine. ( but the VMC f1.9 is my go to 28mm lens every time )
Tamron BBAR CW28. excellent lens, and cheap.
Yashica DSB. Not bad at all, cool colours but sharp.
Yashica ML. A much better lens than the DSB, A top quality lens, recommended.
Hoya HMC. Slightly above average, it's good - but not great.
Tefnon. Maybe...just slightly better than the Hoya ?
Tokina. Didn't like it at all, maybe a bad copy. Got rid of it.
Olympus Zuiko Auto W. A great lens, hard to fault.
Clubman MC Auto. Same as the Tefnon, I think it's a rebadged lens in a slightly different barrel.
Konica Wide Close Focus. Sold to a forum member, and he loved it. _________________ LENSES & CAMERAS FOR SALE.....

I second the Vivitar 28/2.0 Close Focus (Komine version) and the Vivitar 28/1.9. Both great.
The Vivitar 28/2.8 Macro (made by Cosina) is a fun lens that seems optimized for close focusing (it performs great, with smooth bokeh!).
The Nikon 28/2.0 AIS is also great.
EDIT: The Cosina-made macro Vivitar is actually a 24mm:

If you're referring to the 7 element 3.5/28: that is a top lens!

Mamiya Sekor E 2.8/28mm: on film it was very good; not tested digitally!
Minolta MC-X, MD-I, MD-II 2.8/28mm [7/7]: good allround lens, visible CAs (red-green), rather low distortion
MD-III 2.8/28mm [5/5]: corners weaker than with the [7/7] Minolta 2.8/28mm
Nikkor Ai 2.8/28mm: nice lens, good resolution, CAs relatively low (broader than Minolta, but less visible; blueish-yellow)
Yashica ML 2.8/28mm [7 lens version]: corners rather weak, worst lens of the bunch. Be aware thet there's an 8-lens version which may be better!
Zeiss Distagon CY 2.8/28mm: even though it's one of the weakest (and cheapest!) Zeiss CY lenses, I would say it's the best of the bunch, but only by a small margin!. Less CA than the Minolta, some field curvature, but all other aberratioins rather well corrected.
If i've time over the weekend, and if the weather is OK, i'll post an upgrade to my recent 28mm Rokkor test (http://artaphot.ch/minolta-sr/objektiv-vergleiche/506-minolta-mc-md-28mm-lenses-on-24mp-full-frame).

Klaus, you have a typo, with the Topcor RE 28/2.8, which I agree that it's good.
Minolta 28/2.5 is one of my favourites.
