This on a sun 85-210 f4.5 marked 4.5-16 with an RE after that. It doesn't seem to fit any of my adapters.

That looks like Konica AR to me. Perhaps the auto setting on the aperture ring is actually AE?

Yep definitely Konica AR mount 100%

Identifiers:
The notch near the centre of one of the flanges
The aperture actuator protected by the flange

Yes, and also the AE switch tab visible just below the 3 o'clock position in the picture.
