This thing has a predecessor of the T-mount, in this case its a fine 37mm thread, not the coarse 39mm thread for a Leica screw.
It was meant as an SLR lens and would take its own series of interchangeable mount adapters (just like T-mounts, but smaller) that screwed into the 37mm thread.
These adapters were available for Exakta, M42 and Miranda screw mounts
You can search here for many posts about this lens and its variants. Its a fairly common lens for its day.

Which sounded very strange to me.
So this is an unusual but not unique case. He suggests that it may have been intended for the earlier Zenits, which were M39 with (nearly) M42 register. He has tested it on his M39 Zenit and it fits perfectly and the register is spot on.
This lens came out in 1958 and I think was being sold into the mid-1960's, so its certainly not out of the question, as Zenits may have been exported to Europe at that time.
So you have a fairly odd item there.
