You are right, it certainly must be one of the cheapest f2/28 available and it's a good lens! I have not tried it on FF, but it does quite well on APS-C, even with the lens turbo. Earlier this year I had made a small sharpness shootout of 28mm lenses, on APS-C without lens turbo. The f2/28 Vivtar really had suprised me, that much that it now went on travels with me. ( test had been done very fast, and I only had compared midpoint between center and corner @f4 and f5.6, simple rating I mentioned in another thread: http://forum.mflenses.com/advice-super-sharp-28-or-35-mm-lens-t63875,start,60.html )
