But I can see the horizon differently - just rotate the picture in Photoshop even though you loose a bit from the picture.
This is my theory:
Have a closer look at VERTICAL lines of the buildings - they're not consolidated with verticals of the frame.
You don't have to control the horizon, if it's unclear where it ends but the vertical lines are expected to be under right angle to the bottom of the frame and they're not
but again - delete this post, if I am wrong.. 
this is my little tilt - but the picture is absolutely GREAT!
I compromised both - the right and left side:
and SORRY for REMOVING your details - please, feel free to delete this post, if there is any problem with it - honestly!
