How hard is it to free a stuck shutter on a Kodak IIIc camera (little c) and is the Meter repairable?

I can speak to the meter a bit. Retina IIIc bodies have a selenium light meter, so if it's dead then it's probably dead. It might be non-functional due to a loose wire or corrosion, but I would hope not for the camera's overall condition's sake.

As for the shutter, who knows. There are probably myriad reasons it could be stuck -- broken spring, internal corrosion, drop-related damage, etc. None of the options are particularly pleasant but some may be fixable. Hard to say.
