I got this unkown and maybe rare (never heard of it somewhere else) lens for free about a year ago. I never bought an adapter, because I thought it's a cocumber anyway. But now I bought an adapter for the Konica AR 40mm F1.8 and 35mm F3.5 and made a few shots because I was curious.
Wow! What a big suprise! The lens is sharp and has quite low CAs!
I compared it to the Pentacon 4/200 and the Soligor is the clear winner.
The lens is already sharp wide open. Only the build is a little wiggly (should depends on my copy I think).
Maybe I will upload some testshots next days.

Can anyone say more about this lens?
Who's the manufacturer?

Soligor is pretty known third party lens brand, that had different makers produce it's lenses, like Tokina or Sun

got the same lens as T 4 version - it is surprisingly good

I've got this one in fixed M42 mount (Tokina made) and it's a really good lens!

That lens looks so like my Petri 200mm I wonder if it wasn't made by the same manufacturer?

I have the Soligor 135/3.5 from the same period and it is also a great buy.

I hadn't got the Soligor 200 when ForenSeil started this post so I missed it. Mine is exactly the same, other than it's PK mount and it cost me £7 from a pawn shop.
I've re lubed the focus and adjusted the infinity stop, and now have a very good lens indeed.

These were taken yesterday on a cold and bright sunny day. None are processed or sharpened, just resized.
The statue might have been shot at f11 or 16, the railings was wide open at f4.5 and the others probably about f8

It's a good lens, very old fashioned and heavy, but well made and very useable.

I've just bought a copy of this lens recently in M42 mount with the same 17xxxxxx serial number i.e Tokina made.

Soligor is always challenging, some of their lenses are nice , some of them crap. Congrats to your great find.
