It seems so.
As far as I know "VL" was the symbol of Steinheil for their lens coating. I found an old folder cam (around 1930) with an old Steinheil lens with this mark too. This coating must be therefore pre-war - maybe improved over the years.
You will find it also at binoculars Steinheil produced too. I´m not sure but since Steinheil changed their lenses from the silver to black and/or zebra versions you will find no longer the "VL" mark.
You will find similar with other brand names too, like Canon S.S.C or Zuiko MC. Older lens have these marks, newer ones not because the coating was standard then.
