erm The confusion in the world of the English language is because of American English and UK English (International English) 
Rural in the UK is simply "not in the city" and "cityscape" seems to me to be an Americanism (but maybe not and is just a modern word).

You also need to remember that the word "city" in the UK is specifically a place which has been granted a Royal Charter and so has a special prestige or status. Usually, towns with cathedrals (the admin centre of a diocese) have city status. There are hundreds of large towns which aren't cities.
