Who made the Tele-Universar 200mm 4.5?

On eBay I just stumbled across a lens called a "Tele-Universar 200mm 4.5". Said to be M42 (but might be T mount?). The aperture ring appears to be in the center of the lens as opposed to the front or the rear with O <---> C in front of the aperture ring (away from the camera).

I am assuming that Tele-Universar is just a name and that somebody else built this lens. Any idea what this actually is? I don't really collect lenses, but do have a variety of 200mm lenses and do like them (I use a M4/3 camera). So this one piqued my interest.

I have found two discussions on this forum with respect to Tele-Unversar 400mm and 500mm lenses, but not much else.

Most of those lenses are Tokina. However By the look of this one it is a cheaper copy made by someone else. Usually the aperture setting ring is on top and the closing ring at the bottom. This is reversed here and also the distance scale has different numbering. If you want to try one buy this one: https://www.ebay.co.uk/itm/255842975700 Because the Greek lens is much to expensive.
