Unique and gorgeous. This is a spectacular image. I'm not sure how you did it,
but it SCREAMS color.

Okay, I give up. What is it? I even googled "fiat coloris" and guess what? I got a Fiat car company website, showing various colors of the new Fiat 500.

http://recherche.autoplus.fr/_actualites/fiat-coloris.html

Somehow, I don't think that's what this is . . .

It's a ferris wheel. The logo at its centre will help in a search.

Thanks, that helped. I was wondering if it might be a ferris wheel. Now, after viewing several pics of it, I'm properly impressed with the way all the wheel's emptiness is filled with shifting, swirling bands of color.

Thank you guys!
Sichko is right: it's a ferris wheel.
The usual procedure:tripod, manual focus, remote, ISO 50, shutter 2.5s. -10° C. It took a while until I got it.
Michael, the name is in latin: let there be colors! It's a paraphrase of the Fiat Lux.
