Minetar was one of Tokyo Koki's house brands, along with Tokina. The company later was renamed Tokina, just like most of the other Japanese companies renamed themselves after their trademarks. Nippon Kogaku - Nikon, etc.
Yes Tokyo Koki/Tokina for a time had its own proprietary interchangeable mount system for preset lenses. This was indeed a copy of the Tamron t-mount but with a 47mm thread. Other makers also had proprietary mounting systems like Kilfitt and Komura.
This lens is an average piece of its day. It really isn't worth going to the trouble, unless you are a collector. There are lots of decent preset 135/2.8's available for next to nothing. You can find the same Tokina lens in t- mount under many other brands too. In the US look for Vemar and Lentar, just to start.
