Although it's primarily designed to work for lenses it does a good job for film and slides as well.

You can remove dust from the negative with the same "dustware" to remove the sensor dust minus the liquid part. If the dust is sort of glued to the negative surface, only with a 2 washing with photoflo will remove these, I guess. Not forgeting the dust over the scanner's glass.
Dust is a hell to deal with, a book can be wrote about the subject,
