This lens is always very cheap compare with others I have no idea why?

Maybe because there are numerous faster, better and cheaper 135mm available ?

This one has cleaning scratches on rear element.

BTW it's a rangefinder lens.

That's the point, and a really old one. Focussing a 135mm f4 is not easy with a rangefinder.

Any other Leica rangefinder lenses are also same cheap or just this one ?

Just this one, or Elmar in general as they are slow (f/4)
Rangefinder Leica lenses are always more expensive (sometimes a lot more expensive) than their reflex equivalent,.
If you take an Elmarit or Summicron and compare with the reflex equivalent, you will always find the rangefinder version is sold more expensive.
And in fact there is a reason for that: rangefinder lenses are, as a general matter of fact, better lenses than reflex camera lenses.
