I feel like something screws into the front - and not filters. If this is the complete item, perhaps it is not for a camera... but I can't recognise the part from any other lenses.

It's the front element of a Contaflex/Contina lens, useless without the rest of the lens which is contained within the camera.

Ah, I didn't consider that! I suppose it's quite common on those cameras.
